Road Access
Road Use Permits -- RUPs
The Annual General Meeting (AGM) is historically held in Oil City the Saturday before Memorial Day. A notice with specific meeting details will be sent out to the Membership in advance of the meeting.
Annual dues are $50 per originally platted Oil City lot, up to a maximum of seven lots. Most parcels have multiple lots on them. The deadline to pay dues for the year is June 1.
Dues are used to provide for basic operating costs and maintenance of roads listed in Exhibit B of the CC&Rs.Expenses are typically budgeted for at the Annual General Meeting.
Most of Oil City has no cell service. The closest area to Oil City with cell service is at the top of the hill near the entrance to Oil City, but this service is usually limited to one bar.
In the event of an emergency, please call the appropriate authorities and be prepared to meet and escort emergency services in. Emergency services do no not have keys to the blue gate, nor do they know how to get to Oil City. OCLA has emergency contact sheets posted throughout Oil City with numbers for the DNR and other agencies. There are also a number of first aid kits in Oil City that are available for use.
Per the CC&Rs, the Oil City Owners Association is only allowed to maintain roads specified in Exhibit B of the CC&Rs. Any additional road building and maintenance would need to be proposed and voted on by the community, per the voting procedures outlined in the CC&Rs.
Any landowner building a road would be doing so at their own risk and expense. Much of the land available for road building is Jefferson County Public Right-of-Way, and the public (including OCLA members) cannot legally be prevented from accessing it.
Lots that are not part of OCLA, but want to join, are subject to a one-time buy-in fee, and the owner must sign on to the CC&Rs. The buy-in fee is $1100 per lot, with some parcels including multiple lots that would each be subject to the fee. Per the CC&Rs, the buy-in fee is negotiable, but negotiations are highly dependent on road access. If the lot has road access inside of Oil City, the buy-in fee will be assessed at the full amount. There are many lots in Oil City with no road access, or have steep and difficult terrain. It is highly recommended that you arrange to see properties in person before choosing to buy in.
